The proposed plan for the Community Power Plant is to use recycled wastewater from Parlier's and Sanger's wastewater treatment facilities.

Water used for the plant will be treated onsite. During the cooling process, the salts and nitrates from the wastewater that would normally discharge into the groundwater will be removed and hauled off site to a licensed disposal facility. This will result in the direct and permanent removal of salts from the groundwater basin.
